This is to inform you that the Morgan County Board of Zoning Appeals will hold a public  hearing on Wednesday, May 28, 2025 at 6:30 pm in the Morgan County Administration  Building located at 180 S. Main Street, Martinsville, Indiana to consider petition D-25-07.

Notice is hereby given that the City of Martinsville herein referred to as the Owner, will receive sealed bids for, a new parking lot located in the City of Martinsville. Morgan County, Indiana. Sealed bids are invited and may be forwarded by mail, other courier services or in person to the City of Martinsville, Attn: Gal)’ Oakes, 59 S. Jefferson Street, Martinsville, IN 46151 until 4:00 pm on May 27. 2025. Bids received after such hour will be returned unopened. not less than five percent (5%) of the total amount of the bid, which check or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification. 

 

Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time he executes his contract. The bond will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion. 

 

The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.

NOTICE OF A SPECIAL MEETING AND A PUBLIC HEARING OF THE
COUNTY COUNCIL OF MORGAN COUNTY, INDIANA REGARDING
THE DESIGNATION OF AN ECONOMIC REVITALIZATION AREA

 

Notice is hereby given that the County Council (the “Council”) of Morgan County, Indiana (the “County”) will hold a special joint meeting with the Board of Commissioners of the County on May 27, 2025, at 9:00 a.m. in the Sadler Room of the Morgan County Government Center, located at 180 South Main Street, Martinsville, Indiana  46151.

 

Notice is hereby given that on May 5, 2025, the County Council (the “Council”) of Morgan County, Indiana (the “County”), adopted a resolution (the “Resolution”) declaring an area in the County (the “Area”), as an economic revitalization area pursuant to IC 6-1.1-12.1 (the “Act”).  The Area is generally bounded by Keller Hill Road on the north, Anitoch Road on the east, and State Road 42 on the south.   Owners of real and personal property in the Area making application, subsequently approved by the Resolution of the Council, may receive real property tax abatement and/or personal property tax abatement pursuant to applicable procedures of the Act.  

 

 A copy of the Resolution including a more detailed description of the Area to be declared as an economic revitalization area is available to the general public and can be inspected in the office of the Morgan County Assessor located in Suite 218 of the Morgan County Government Center, located at 180 South Main Street, Martinsville, Indiana  46151.

 

A public hearing (the “Public Hearing”) shall be held on Tuesday, May 27, 2025, at 9:00 a.m., local time, in the Sadler Room of the Morgan County Government Center at 110 North Main Street, Monticello, Indiana.  At the Public Hearing, the Council will hear all remonstrances and objections from interested parties regarding the Resolution.  At the conclusion of the Public Hearing, the Council may take final action determining whether the qualifications for an economic revitalization area have been met, and the Council may confirm, modify and confirm, or rescind the Resolution.

To all interested parties: This letter shall serve as a formal notice of the receipt of an application for Section 401 Water Quality Certification by the Indiana Department of Environmental Management (IDEM). The purpose of the notice is to inform the public of active applications submitted for water quality certification under Section 401 of the Clean Water Act (33 U.S.C. § 1341) and to solicit comments and information on any impacts to water quality related to the proposed project. IDEM will evaluate whether the project complies with Indiana’s water quality standards as set forth at 327 IAC 2.

Approximately 500 feet directly west of the S SR 67 Bridge over White Lick Creek in Mooresville, IN, Morgan County.

 

  1. Affected Waterbody: White Lick Creek and one adjacent wetland

 

  1. Project Description: The purpose of this project is to stabilize the south bank of White Lick Creek to protect a pipeline immediately adjacent to eroding banks. The applicant will permanently impact 155 linear feet of stream through the discharge of riprap. 0.02 acre of wetland will be temporarily impacted through the use of timber matting for equipment access. This project is Phase 2 of a bank stabilization project, with 110 linear feet (0.04 acre) of stream impact previously approved under IDEM ID 2023-1144-55-MPY-A. Upon completion of construction, cumulative impacts to White Lick Creek at this location will be 265 linear feet / 0.1 acre. No mitigation is proposed.

 

Comment Period: Any person or entity who wishes to submit comments or information relevant to the aforementioned project may do so by the closing date noted above. Only comments or information related to water quality or potential impacts of the project on water quality can be considered by IDEM in the water quality certification review process.

 

Public Hearing: Any person may submit a written request that a public hearing be held to consider issues related to water quality in connection with the project detailed in this notice. The request for a hearing should be submitted within the comment period to be considered timely. The request should also state the reason for the public hearing as specifically as possible to assist IDEM in determining whether a public hearing is warranted.
