MAIN STREET RECONSTRUCTION

Sealed Bids for the Main Street Reconstruction project will be received, by the Clerk Treasurer’s Office, at the Mooresville Government Center, 4 E. Harrison Street, Mooresville Indiana, until 3:00 PM local time on August 7, 2025.  Any bids received later than the above time will be returned unopened.  The Bids received will be publicly opened and read aloud the same evening during the Redevelopment Commission Meeting 6:00 PM at the Mooresville Government Center.  

DESCRIPTION OF WORK:   The scope of work includes the reconstruction of the Main Street roadway and sidewalk between Monroe Street and Maple Lane. Work includes but is not limited to asphalt paving, concrete sidewalk, concrete curb, paver sidewalk and parking, site furnishings, traffic signal work, storm sewer, jack and bore, and water main. 

BID DOCUMENTS:  Electronic copies of the Specifications and Contract Documents may be obtained at Banning Engineering 317-707-3700. Copies of the documents are available for examination beginning at 3:00 PM, local time, July 3, 2025 at Banning Engineering, 853 Columbia Road, Suite 101 Plainfield, IN 46168. Hard copies of documents may be obtained at the office of Banning Engineering by remitting two hundred and fifty dollars ($250.00) for each set.  There is no fee for electronic copies.  

INDIANA REQUIREMENTS: Standard Questionnaire Form 96, shall be completely filled out and signed, including attachment of Contractor’s Financial Statement as stipulated in Section III. An E-Verify Certification Form is also required.  

Bids shall be properly and completely executed on Bid Forms and in the order as identified and contained in the Contract Documents obtainable from the offices as stated above. Each bid shall be accompanied by a completely filled out Form No. 96, E-Verify Certification Form and acceptable Bid Security. Any bid not accompanied by the above-required items shall be deemed a non-responsive bid.

No Bidder may withdraw his bid within a period of 60 days following the date set for the receiving of bids. The Owner reserves the right to retain any and all bids for a period of not more than 60 days and said bid shall remain in full force and effect during said time. The Owner further reserves the right to waive informalities and to award the Contract to any Bidder, all to the advantage of the Owner or to reject all bids.

Contractors performing the water scope of work shall be Indiana American Water prequalified.  

BID SECURITY:  Each bid shall be accompanied by an acceptable certified check made payable to Owner or an acceptable bid bond in the amount equal to five (5%) percent of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana and whose name appears on the most current Treasury Department Circular No. 570. 

BONDS: A Performance Bond and Payment Bond each in the amount of 100 percent of the Contract price will be required from the Contractor to whom the work is awarded.

PREBID CONFERENCE: Bidders are encouraged to attend a Pre-bid Conference with representatives of the Owner, and Engineer to discuss the project and related requirements. The Pre-bid Conference will convene at 2:00 p.m., local time on July 22, 2025.  Provisions will be made to meet virtually at the discretion of the Owner.  Invitations will be sent out to all official plan holders at least 24 hours before the conference.

NOTICE OF PUBLIC HEARING ON THE PROPOSED RATES AND CHARGES OF THE TOWN OF MONROVIA, INDIANA SEWAGE WORKS UTILITY

 

Property owners, ratepayers and other interested parties in or served or to be served by the sewage works of the Town of Monrovia, Indiana are hereby notified that a public hearing will be held by the Town Council of the Town, at the Monrovia Government Center, 60 S. Marley Way, Monrovia Indiana 46157, commencing at 6:30 p.m. on July 22, 2025. The purpose of the hearing is to consider an increase in the monthly sewage rates for the users of the Town sewage. At the hearing, interested persons may be heard concerning the sewage rates and charges. The proposed ordinance, which was introduced by the Town Council at its last meeting, will be effective after adoption and implemented as soon as practicable. The schedule of rates and charges is attached as Appendix A. The complete text of the proposed ordinance is available for examination and copying at the office of the Town Manager at the Government Center of the Town of Monrovia 60 S. Marley Way, Monrovia, Indiana 46157 during normal business hours and will be available at the public hearing.

NOTICE OF PUBLIC HEARING OF THE TOWN COUNCIL OF MOORESVILLE, INDIANA ON PRELIMINARY DESIGNATION OF ECONOMIC REVITALIZATION AREA AND PERSONAL PROPERTY TAX ABATEMENT – OVERTON & SONS TOOL & DIE CO., INC.

The Town Council of the Town of Mooresville, Morgan County, Indiana (the “Town Council”) will conduct a public hearing on July 15, 2025 at 6:30 p.m. (Local Time) at the Mooresville Town Hall, located at 4 East Harrison Street, Mooresville, Indiana 46158, to consider confirmation of the Declaratory Resolution No. 13 – 2025 (the “Declaratory Resolution“) adopted by the Town Council on June 17, 2025, which preliminarily approved an economic revitalization area and personal property tax abatement, under the provisions of Indiana Code Sections 6-1.1- 12.1-1 et. seq. The Declaratory Resolution has been adopted by the Town Council pursuant to Indiana Code Section 6-1.1-12.1-2.5 subject to a public hearing, after which the Town Council will consider adoption of a confirmatory resolution. The property is located at 1250 Old State Road 67 South, Mooresville, IN 46158. 

A description of the affected property is available and can be inspected at the offices of the Morgan County Assessor, located at 180 S. Main Street, Suite 218, Martinsville, IN 46151, during regular business hours. The proposed confirmatory resolution can also be inspected at the same location.
