Notice is hereby given that the Board of Commissioners of Morgan County, Indiana will receive sealed bids for the construction of:
Morgan County CCMG 2024-2 Paving Project
Scope of work: Bituminous asphalt resurfacing and associated work of approximately 12 miles of various roads in Morgan County as more fully set forth in the Contact Documents. The award will be based on lowest responsible and responsive bid for the total amount of all work. Projects must be completed within Morgan County by October 31 st , 2024. Work shall be completed in accordance with the Contract Documents. Contractors shall comply with all requirements of IC-5-16-13.

THE PROPOSED ESTABLISHMENT OF
THE MOORESVILLE – BROWN TOWNSHIP FIRE PROTECTION TERRITORY
Notice is hereby given to the taxpayers of the Town of Mooresville and Brown Township, Morgan County, Indiana, that a joint public hearing will be held before the Mooresville Town Council and the Brown Township Board on Thursday, January 30, 2025 at 6:00 P.M. at the Mooresville Government Center, 4 E. Harrison Street, Mooresville, Indiana, to consider a proposed ordinance, resolution, and an interlocal agreement for the establishment of the Mooresville – Brown Township Fire Protection Territory beginning with taxes payable in 2026. Additional joint public hearings of the Mooresville Town Council and the Brown Township Board will be held on Thursday, February 20, 2025, at the Mooresville Government Center, 4 E. Harrison Street, Mooresville, Indiana, at 6:00 P.M. and on Thursday, March 6, 2025, at the Mooresville Government Center, 4 E. Harrison Street, Mooresville, Indiana, at 6:00 P.M. After the third and final public hearing, the Mooresville Town Council and the Brown Township Board will meet on Thursday, March 20, 2025, at 6:00 P.M. at the Mooresville Government Center, 4 E. Harrison Street, Mooresville, Indiana, to vote to either adopt, reject, or table the ordinance, resolution, and interlocal agreement for the establishment of the Mooresville – Brown Township Fire Protection Territory. If enacted, the ordinance, resolution, and interlocal agreement will establish the Mooresville – Brown Township Fire Protection Territory between the Town of Mooresville (Provider Unit) and Brown Township (Participating Unit) and will provide for a uniform tax rate within the territory.

Multi-Bridge Rehabilitation Project

Sealed proposals will be received at the Auditor’s Office, 180 S Main Street, Martinsville, IN, until 9:00 a.m. on February 3, 2025. Bids received after the 9:00 a.m. deadline will not be considered but will be returned to the bidder unopened. All proposals will then be publicly opened and read aloud at the County Commissioner’s Meeting at 9:30 a.m. on February 3, 2025. Only proposals from those CONTRACTORS who are registered on the Indiana Department of Transportation’s current listing of Prequalified Contractors for items D(A) “Highway or Railroad Bridge over Water”, E(C) “Bridge Deck Overlay and Minor Bridge Repair”, both E(B) and E(R), or both B(A) and E(R) will be considered. Any bids submitted by CONTRACTORS not approved for these items on the list will be returned to the bidder unopened.
The work to be performed and the proposals to be submitted shall include a bid for all general construction, labor, material, tools, equipment, taxes, permits, licenses, insurance, service costs, etc. incidental to and required for this project.
All materials furnished and labor performed incidental to and required by the proper and satisfactory execution of the contracts to be made, shall be furnished and performed in accordance with requirements from the drawings and specifications included in these documents. Each proposal must be enclosed in a sealed envelope with the supplied sealed bid notice, bearing the title of the project, bid opening date and the name and address of the bidder firmly attached. The proposal shall be accompanied by a certified check or acceptable Bidder’s Bond, made payable to Morgan County, in a sum of not less than ten percent of the total amount of the proposal, which check or bond will be held by the said Morgan County as evidence that the bidder will, if awarded a contract, enter into the same with the OWNER upon notification from him to do so within ten days of said notification. Failure to execute the contract and to furnish performance bond to Morgan County, will be cause for forfeiture of the amount of money represented by the certified check, or bidder’s bond, as and for liquidated damages. Form 96, as prescribed by the Indiana State Board of Accounts, shall be properly completed, and submitted with bid proposals.
Proposals may be held by the Board of Commissioners for a period not to exceed sixty (60) days from the opening date.
The successful Contractor will be required to furnish a Performance Bond in the amount of one hundred percent (100%) of the Contract price within ten (10) days after award of contract and a two (2) year Maintenance Bond in the amount of twenty percent (20%) of the contract price prior to completion and final payment of the contract.
No Contractor may withdraw his proposal within sixty (60) days after the opening date.
The Board of Commissioners reserves the right to reject any or all proposals, to waive technicalities or irregularities therein, to delete any item or items and to award a contract on the proposal that in their judgment is the most advantageous to Morgan County.

Sealed Bids for the Harris & Currens Storefront Façade Repairs project will be received at the Clerk Treasurer’s office, 4 East Harrison Street, Mooresville, IN 46158, until 6:30 p.m. local time on February 4, 2025. Any bids received later than the above time will be returned unopened. The Bids received will be publicly opened and read aloud at 6:30 p.m. on February 4, 2025, at the Town Council Meeting located at 4 East Harrison Street, Mooresville, IN 46158.
DESCRIPTION OF WORK: The scope of work includes, but is not limited to, the following: demolition of the multi-wythe brick masonry north façade above the storefront support beams and reconstruction of this wall with a brick veneer over stud framed backup wall assembly to match the original appearance. Existing decorative sheet metal window head and cornice fabrications will be salvaged, repaired, refinished and reinstalled. The existing steel storefront beams will be repaired, refinished and resecured in place. Repairs will be made to the existing east and west multi-wythe exterior masonry walls.

INDIANA REQUIREMENTS: Standard Questionnaire Form 96, shall be completely filled out and signed, including attachment of Contractor’s Financial Statement as stipulated in Section III. An E-Verify Certification Form is also required.
Bids shall be properly and completely executed on Bid Forms and in the order as identified and contained in the Contract Documents obtainable from the offices as stated above. Each bid shall be accompanied by a completely filled out Form No. 96, E-Verify Certification Form and acceptable Bid Security. Any bid not accompanied by the above-required items shall be deemed a non-responsive bid.
No Bidder may withdraw his bid within a period of 60 days following the date set for the receiving of bids. The Owner reserves the right to retain any and all bids for a period of not more than 60 days and said bid shall remain in full force and effect during said time. The Owner further reserves the right to waive informalities and to award the Contract to any Bidder, all to the advantage of the Owner or to reject all bids.
BID SECURITY: Each bid shall be accompanied by an acceptable certified check made payable to Owner or an acceptable bid bond in the amount equal to five (5%) percent of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana and whose name appears on the most current Treasury Department Circular No. 570.
BONDS: A Performance Bond and Payment Bond each in the amount of 100 percent of the Contract price will be required from the Contractor to whom the work is awarded.

This is to inform you that the Morgan County Plan Commission will hold a public hearing on Monday, February 10, 2025 at 6:30 pm in the Morgan County Administration Building located at 180 S. Main Street, Martinsville, Indiana to consider petition PUD-25-01.

The Morgan County Local Emergency Planning Committee (LEPC) hereby notifies the public that in conformity with the Superfund Amendment and Reauthorization Act (SARA), it is making available to the public the following information. Town of Mooresville
The Town of Mooresville will be accepting bids for cemetery maintenance for the 2025-26 seasons.
Bids are to be dropped off at the Clerk Treasurers office at 4 E. Harrison St., Mooresville, IN.
- Bids will be accepted in the Clerk Treasures office until Friday, February 14th @
3:30pm for the maintenance of The Town of Mooresville Cemeteries on Franklin
Street and Washington Street. The bids will be opened at the Town Council Meeting on
Tuesday, February 18, 2025 at 6:30 pm.
Bids shall include the cost for:
- Spring clean-up, removal of limbs, trash and leaves.
- Mowing of the cemeteries grass, keeping the length under 4 inches at all times.
- Trimming around stones to match the length of the rest of the grass area. This includes
all growth of any kind.
- Trash pickup as well as misplaced flower arrangements.
- Every effort to keep excessive grass clippings from accumulating on the headstones must
be made.
- If stones are bumped or moved by mowing equipment they shall be replaced to the original position.
- Any damage to stones caused by equipment or employees will be the responsibility of
the bid awardee. The Public Works Dept must be notified of each occurrence.
- The creek on both sides of the bridge must be trimmed once a month.

Cemetery clean up may begin after March 1st of each calendar year.

The Indiana Department of Environmental Management (IDEM) issued a decision regarding the closure and post-closure plan for the AES Indiana Eagle Valley Generating Station Ash Ponds (SW Program ID 55-UP-03) located at 4040 Blue Bluff Road, Martinsville, IN in Morgan County. Notice of Right to Administrative Review
