MONROVIA — The town of Monrovia will have its third town council president in just five months after last week’s special meeting saw the council vote to unseat — quite literally — Philip Fowler from the presidency.
The beginning of every year sees local government bodies elect officers to lead them for at least the next 12 months.
A year ago, town council members voted for Kevin Collier to lead them, but after losing his primary election to Tammy Everett in May, he decided to resign from the presidency in August for the sake of “continuity.” In turn, he nominated Fowler, who had led the body before and for several years, to take his place, with the council narrowly voting 3-2 to return Fowler to the presidency.
So, for the last third of 2024, Fowler held the reins of town government, which often proved unwieldy — council members repeatedly engaged in open acrimony, and there were numerous fights over issues such as how to go about replacing the town manager.
