PUBLIC NOTICE
Invitation for Bid Publication
Sealed bids for limited concrete demolition, at the City of Martinsville’s Waste Water Treatment Plant (herein called “Owner”) located at 995 Rogers Road, will be received by the Owner at City Hall, 59 S. Jefferson St. Martinsville, IN 46151until on September 22, 2025 at 4:00 p.m.
Bids shall be properly and completely executed on a State Board of Accounts Form 96. Each bid shall be accompanied by the Contractor’s bid security in the form of an acceptable certified check payable to the owner or an acceptable Bidder’s Bond, in an amount not less than 5% of the total bid price. Approved Performance and Payment Bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the contractor at the time of execution of the contract.
The Contract will be awarded in accordance with the provisions of IC-5-16-13 for Public Works and pursuant to IC-5-16-13-7, the provisions of the law are incorporated by reference. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over the project shall apply to the project throughout.
All bidders must verify by written affirmation, as part of the bid submission that the contractor and subcontractors working on the job are not suspended, debarred, or otherwise excluded from receiving proceeds under the project. The written affirmation must state that the contractors and all subcontractors working on the project are not on the Excluded Parties List System (EPLS).
A mandatory Prebid Meeting shall be held on the project site (995 Rogers Road), on September 12, 2025 at 10:00 a.m.
The Owner reserves the right to waive any informalities or minor defects in bids, or reject any and all bids.

LEGAL NOTICE PLANNED IMPROVEMENT
The Board of Morgan County Commissioners have developed preliminary plans for the proposed replacement of Morgan County Bridge No. 29 carrying Mahalasville Road over Indian Trace Creek. The project is located on Mahalasville Road in Morgan County, Indiana, approximately 0.30 mile (1,584 feet) west of Hassetown Road. It is within Jackson Township, on the 1998 Morgantown, IN, USGS Topographic Quadrangle, in Section 33, Township 11 North, Range 2 East.
The project includes replacing the existing bridge and reconstructing the approach roadway. A three span concrete reinforced slab structure will be constructed. The substructure units will be integral end bents and wall piers. The bridge will have a clear roadway width of 30.0 feet with reinforced concrete approach slabs. The bridge will carry two 11.0 foot travel lanes and two 4.0 foot shoulders. Bridge rail will be installed and the out-to-out coping width will be 33 feet. The proposed structure is sized to improve the existing hydraulic opening. The proposed structure will have a length of 51.75 feet. The integral end bents and pier caps will be constructed on deep pile foundations and protected by riprap. The roadway profile grade will be maintained.
Standard transition, approach, and terminal railing with an end treatment will be installed in the southeast, northwest, and northeast quadrants. The southwest quadrant will consist of a transition and a curved w- beam terminal end treatment. Full depth pavement reconstruction will extend approximately 135 feet west from the centerline of the structure and 140 feet east from the centerline of the structure. The proposed roadway will consist of two paved 11 foot travel lanes and two 4.33 paved shoulders. The alignment and profile grade will support a 55 mph design speed. The drainage in each quadrant of the project will flow into Indian Trace Creek maintaining the existing drainage pattern. The existing ditch in the southwest quadrant will be reconstructed, and a ditch in the southeast quadrant will be constructed to obtain positive roadside drainage.
Mahalasville Road will be closed to traffic during construction and a marked detour route will be placed to maintain traffic. The detour route will utilize Whetstine Road and Old Railroad Road. The detour route is approximately 6.75 miles in length and will be in place 12 months. Access to all properties will be maintained throughout construction. Project stakeholders including local school corporation(s) and emergency services will be notified of potential closures and/or detours prior to any construction.
Construction of the project will require approximately 0.78 acre of new permanent right-of-way and 0.004 acre of temporary right-of-way with an estimated cost of $ 1,679,000. Federal and states funds are to be utilized for the construction of the project. The Federal Highway Administration and INDOT have agreed that this project falls within the guidelines of a Categorical Exclusion (CE) Level 2 environmental document with no significant impacts to wetlands. NOTICE OF PUBLIC HEARING
This is to inform you that the Morgan County Board of Zoning Appeals will hold a public hearing on Monday, September 22, 2025 at 6:30 pm in the Morgan County Administration Building located at 180 S. Main Street, Martinsville, Indiana to consider a petition submitted by John D. Ratcliff.

NOTICE OF PUBLIC HEARING TO APPROVE THE TOWNSHIP’S CAPITAL IMPROVEMENT PLAN
Notice is hereby given to the taxpayers of Green Township, Morgan County, Indiana that the Advisory Board of Green Township will meet on September 18th 2025, at 4295 Egbert Road, Martinsville IN, in the River Vally Church at 7pm to consider the adoption of the Township’s Capital Improvement Plan.
Taxpayers appearing at the meeting shall have the right to comment. The Capital Improvement Plan as adopted will be referred to the Department of Local Government Finance (DLGF).

Notice is hereby given, that the Martinsville Youth & Development Center (MY&DC), Martinsville, Indiana, by and through its Board of Directors, hereinafter referred to as the Owner, will receive sealed bid packets for the construction of the MY&DC Interior Renovation Project.
Sealed bids must be received by the Owner no later than 2:00 PM (Local Time) on October 2, 2025. Bids received after such hour will be returned unopened. Bids received prior to this time shall be opened and publicly read at the public meeting scheduled to take place on October 02, 2025 at 2:00 PM at the Martinsville Youth & Development Center, 165 Morton Avenue, Martinsville, IN 46151. All interested citizens are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the Owner will provide such provisions as long as the request is made by August 15, 2025.

The Project will be constructed in a single phase which is outlined as follows:
Interior Renovation
The Contract will consist of interior renovation of 8800 SF portion of the existing building for a new recreation room. Included in the renovation are new restrooms, warming kitchen and storage. All related MEP work shall be provided as required for items such as electrical power and systems, lighting, plumbing and modifications to existing mechanical systems. New underslab sanitary lines are required as well as connections to exterior sanitary services.
