Please be advised that Holloway Engineering on behalf of Eric Rogers (Precision Data Services) has made application to the Morgan County BZA for a special exception to the Morgan County zoning ordinance for the construction of a public safety and commercial communications tower facility. The subject Parcel 55-05-23-100-012.002-006 is located at 8446 N. Observatory Lane, Martinsville, Indiana. A public hearing will be held in the Morgan County Administrative Building located at 180 S. Commencing at a brass tablet in concrete monument which, per county records, marks the northwest corner of the Northwest Quarter of the Southwest Quarter of Section 23, Township 13 North, Range 1 East; thence South no degrees 29 minutes 49 seconds West (assumed bearing of the west line of the Northwest Quarter of the Southwest Quarter), with said west line, 374.70 feet to an iron pin with cap engraved “Holloway – S0530” which marks the southwest corner of Lot 1 in the above captioned Jeff Oaks Subdivision; thence with the southerly lines of said Lot 1 for the following three (3) courses; 1) North 87 degrees 25 minutes 20 seconds East, 175.98 feet to an iron pin with cap engraved “Holloway – S0530”; 2) North 01 degrees 28 minutes 12 seconds East, 115.00 feet to an iron pin with cap engraved “Holloway – S0530”; 3) North 87 degrees 25 minutes 20 seconds East, 20.00 feet to an iron pin with cap engraved “Holloway – S0530” and the POINT OF BEGINNING of the parcel herein described; thence  North 01 degrees 28 minutes 12 seconds East, 15.00 feet to an iron pin with cap engraved “Holloway Engr. – Firm 46”; thence North 87 degrees 25 minutes 20 seconds East, 55.00 feet to an iron pin with cap engraved “Holloway Engr. – Firm 46” on the east line of Lot 1; thence South 01 degrees 28 minutes 12 seconds West, with said east line, 55.00 feet to an iron pin with cap engraved “Holloway – S0530” which marks the southeast corner of Lot 1; thence South 87 degrees 25 minutes 20 seconds West, with a south line of Lot 1, a distance of 55.00 feet to an iron pin with cap engraved “Holloway – S0530” which marks a southerly corner of Lot 1; thence North 01 degrees 28 minutes 12 seconds East, with a southerly line of Lot 1, a distance of 40.00 feet to the Point of Beginning.

Containing 0.069 acres, more or less, and subject to any easements, rights-of-way or restrictions of record or observable.

 

Information on this matter will be available for the public fifteen (15) days prior to said meeting during regular working hours, at the Morgan County Planning Department located at 180 South Main Street, Martinsville, Indiana. PUBLIC NOTICE OF CONSTRUCTION ACTIVITY

 

In compliance with 327 IAC 15-5 (CSGP), and on behalf of the Metropolitan School  District of Martinsville, notice is hereby given for the construction of the MSD Of  Martinsville Centennial Road Widening and Roundabout Improvements located near the  intersection of Centennial Road/Henderson Ford and Egbert Road, reconstruction and  widening of roadway pavement, roundabout construction, concrete curb and gutter, storm  sewer pipes and inlets, driveway approaches, and sidewalk ramps. Construction will  begin on or after April 1, 2026. The project is located in Green Township, Morgan County, Indiana. Run-off from the project site along Centennial Road will be discharged  via the proposed storm sewer system and roadside ditches on Centennial Road/Henderson  Ford Road and Egbert Road. NOTICE TO TAXPAYERS AND ALL OTHER PERSONS AFFECTED OF PUBLIC HEARINGS OF METROPOLITAN SCHOOL DISTRICT OF MARTINSVILLE CONCERNING PRELIMINARY DETERMINATIONS TO ENTER INTO A LEASE, LEASES OR LEASE AMENDMENT(S) WITH RESPECT TO A SCHOOL CONSTRUCTION PROJECT

NOTICE OF HEARING ON PROPOSED SCHOOL CONSTRUCTION PROJECT

 

Preliminary Determination Hearings

 

Notice is hereby given to taxpayers and all other persons affected thereby that two public hearings for the project described below (the “Preliminary Determination Hearings”) will be held before the Board of Education of the Metropolitan School District of Martinsville (the “Board” and the “School Corporation,” respectively) on the dates, times, and at the locations described below upon a resolution preliminarily determining to obtain financing on the school construction project described below through a lease, leases or amendment to lease or leases with a school building corporation incorporated under Indiana Code § 20-47-3 (the “Resolution”). Following the Preliminary Determination Hearings, the Board will consider for adoption a Resolution for the project. The proposed school construction project is described as follows:

 

The Project consists general improvements and renovations at all School Corporation facilities, including but not limited to: (i) roofing upgrades, repairs, renovations and replacements, including at the John R. Wooden Middle School, Poston Road Elementary School and the High School vocational building, (ii) pool and weightroom renovations at the High School, (iii) High School soccer facility renovations, (iv) STEM additions, including STEM additions at Paragon Elementary and South Elementary, (v) HVAC and Chiller replacements, upgrades and improvements at the Central Education Center, Brooklyn STEM Academy and South Elementary School, (vi) High School heat pump repairs and replacements, (vii) High School flooring, tennis court and bleacher repairs, upgrades, replacements and renovations. (viii) School Corporation switchgear maintenance, (ix) School Corporation bus and fleet purchases, repairs and replacements, (x) School Corporation seal coating, (xi) elevator installation, repairs, replacements and renovations at Central Education Center and Paragon Elementary, (xii) solar improvements at all School Corporation facilities, (xiii) building, roofing and flooring renovations, additions and repairs, and (xiv) other improvements, upgrades, equipping, and renovations at all School Corporation, as may be needed (collectively, the “Project”), to permit such facilities to be utilized for school purposes.

 

The Preliminary Determination Hearings with respect to the proposed Resolution and the Project will be held on March 19, 2026, at 7:00 p.m. local time (first Preliminary Determination Hearing) and on April 16, 2026, at 7:00 p.m. local time (second Preliminary Determination Hearing). The Preliminary Determination Hearings will be held at the School Corporation’s Central Education Center located at 389 East Jackson Street, Martinsville, Indiana 46151. The Preliminary Determination Hearings will be held in accordance with Indiana Code § 6-1.1-20-3.5 and will address the Resolution and Project. The Resolution makes a preliminary determination in respect of the lease financing of the Project.

 

At each of the Preliminary Determination Hearings described herein, all persons interested shall have a right to be heard with respect any matters pertaining to the Board’s consideration of adopting the Resolution.

 

1028 Hearing

 

Notice is hereby further given that the Board will hold a separate public hearing in accordance with Indiana Code § 20-26-7-37 (the “1028 Hearing”) at the School Corporation’s Central Education Center located at 389 East Jackson Street, Martinsville, Indiana 46151, at 7:00 p.m. local time on April 16, 2026.

 

The 1028 Hearing will be with respect to the School Corporation’s proposal to construct the Project, which is at a cost in excess of $1,000,000. At the 1028 Hearing for the Project, the Board will give explanations of the potential value of the Project, including a more detailed description thereof, to the School Corporation and to the community, including the educational purposes of the Project and its estimated costs, tax impact, and funding sources, and interested parties may present testimony and questions concerning the proposed Project, including objections to and support for it.

SCHOOL CONSTRUCTION PROJECTS

 

Notice is hereby given that the Board of Education of the Metropolitan School District of Martinsville (the “Board” and the “School Corporation,” respectively) will hold a separate public hearing in accordance with Indiana Code 20-26-7-37, at the Central Education Center, 389 E. Jackson Street, Martinsville, Indiana, at the hour of 7:00 p.m. (local time), on March 19, 2026, on its proposal to finance two separate and distinct improvement projects for the School Corporation, each of which costs in excess of $1,000,000 and is described below.  A separate public hearing will be held for each proposed project.

 

The High School and Middle School Project – General improvements and renovations to Martinsville High School (the “High School”) and John R. Wooden Middle School (the “Middle School”), including but not limited to: (i) the acquisition, construction and equipping of renovations, upgrades and improvements to the High School auditorium, (ii) the acquisition, construction and equipping of renovations, upgrades and improvements to the High School cafeteria, (iii) the acquisition, construction and equipping of renovations, upgrades and improvements to the High School gymnasium, including sound system upgrades, repairs and replacements, (iv) roofing renovations, upgrades, repairs and replacements at the High School and Middle School, (v) acquisition and equipping of virtual energy management  improvements at the High School and Middle School, (vi) solar improvements at the High School and Middle School, (vii) general HVAC replacements, repairs, upgrades, renovations and improvements at the High School and Middle School, (viii) restroom renovations at the High School and Middle School, (ix) flooring renovations, upgrades and improvements at the High School and Middle School, (x) parking lot renovations and upgrades, including resurfacing at the High School and Middle School, (xi) Middle School football field lighting improvements and upgrades, (xii) fleet, bus and vehicle purchases for the School Corporation, (xiii) plumbing renovations, upgrades and improvements at the High School and Middle School, (xiv) High School vocational building renovations, replacements and upgrades, and (xv) other related improvements, upgrades, equipping, and renovations in connection therewith.

NOTICE OF HEARING ON ADDITIONAL APPROPRIATION

 

Notice is hereby given to the taxpayers of Metropolitan School District of Martinsville (the “School Corporation”) that the Board of Education of the School Corporation (the “Board”) will meet in the Central Education Center, 389 E. Jackson Street, Martinsville, Indiana, at the hour of 7:00 p.m. (local time), on March 19, 2026, to consider the following additional appropriation of general obligation bonds (“Bonds”) which the Board has determined to issue.  The Board considers such additional appropriation necessary to meet the need existing at this time: An appropriation in the amount of not to exceed $12,575,000 on account of the financing of the following two separate and distinct projects, together with the incidental expenses in connection therewith and with the issuance of the Bonds on account thereof.  

 

The High School and Middle School Project – General improvements and renovations to Martinsville High School (the “High School”) and John R. The funds to meet such additional appropriation are to be provided by the issuance and sale of the Bonds by the School Corporation.  The foregoing appropriation is in addition to all appropriations provided for in the existing budget and tax levy and a need for such appropriation exists by reason of the inadequacy of the present buildings to provide necessary school facilities in the School Corporation.  Taxpayers of the School Corporation appearing at said meeting shall have the right to be heard in respect to the additional appropriation.  The additional appropriation, if finally made, will be reported to the Department of Local Government Finance, in accordance with Indiana Code 6-1.1-18-5.
