The MSD of Martinsville will receive sealed Bids until 1:00 P.M. local time on April 28th, 202, at the MSD of Martinsville Central Education Center Administration Office, (address above), for the replacement of sections of roofing at John R. Wooden Middle School as detailed in the Contract Documents.

A Mandatory Pre-bid Meeting will be held on April 21st, 2026, @ 10:00am starting at the John R. The pre-bid meeting will then move to the roof for a site tour.

Bidding Instructions and Information:
Bids shall be properly and completely executed on Indiana State Board of Accounts, Form 96, Revised 2013.
Bidders shall also complete the Supplementary Bid Forms (included in the contract documents). Submit all original Bid Information and two (2) complete copies. Complete the entire Bid Form(s), including the Non-Collusion Affidavit, and the Bidders Financial Statement information as part of Indiana Form 96.
Bidders are required to include a Bid Bond or certified check in the amount of 5% of their Bid Price.
Bidder receiving awards shall be required to provide acceptable surety in the form of a Performance Bond and Labor and Materials Payment Bond in the amount of 100% of the contract. Include the cost of all bonds and insurance in the bid amount.
Each bid must be accompanied by a signed and completed Non-Discrimination Affidavit (or MBE-1) in accordance with any applicable Minority Business Participation Policy and Rules.
Each individual bid envelope shall be marked “Roofing Bid”: John R. Wooden Middle School, accordingly. Attention: Kyle Stout. The name of the Roofing Contractor and the Project Number shall be clearly indicated. Bids are to be in effect for 60 days.
Project Description:
Roof replacement at John R. Wooden Middle School as indicated in the Construction Documents. The contract will be awarded to the best responsive and responsible qualified bidder(s). Faxed or email bids will not be accepted.
Construction Schedule:
Work under this contract can commence upon June 1st, 2026. Timely completion of the work specified is an essential condition of this contract. Work is to be completed by November 6th, 2026.
The MSD of Martinsville reserves the right to reject any and all bids; is not obligated to accept the lowest or any other Bid; and may waive any formalities in bidding procedure. PUBLIC NOTICE
The Mooresville Town Council will hold a Public Hearing on May 19, 2026, at 6:30 p.m., in council chambers at Mooresville Government Center, 4 East Harrison Street, Mooresville, Indiana 46158, on a Petition to Vacate A Portion of an Alley Way which is Twenty (20) feet wide by fifty (50) feet long, in Morgan County, Indiana.

- INTRODUCTION
In accordance with IC 5-23-5, Morgan County, Indiana (the “County“), invites qualified parties to submit Proposals and Statements of Qualifications to design, finance (if applicable), and construct a secure evidence storage outbuilding and associated site improvements for the Morgan County Sheriff’s Office (the “Project”).
The purpose of the Project is to enhance the County’s ability to securely store and manage evidence, including vehicle evidence, in a manner consistent with law enforcement best practices, chain-of-custody requirements, and public safety standards.
- PROJECT OBJECTIVES
The selected proposer will provide design, development, site work, labor, materials, and construction services necessary to complete the Project.
- Building Construction
- Approximately 80 ft x 60 ft (± 4,800 sq. ft.) evidence storage facility
- 14-foot ceiling height with insulated metal ceiling
- Four (4) vehicle bays
- Overhead doors sized at 12 ft x 12 ft
- Three (3) secured bays with controlled access
- Security & Access Control
- Key fob or electronic access control system
- Should be compatible with current systems
- Access logging capability preferred
- Security cameras covering interior and exterior areas
- Specialized Storage
- Cold storage capability for temperature-sensitive evidence
- Electrical service throughout the building, including capacity for cold storage evidence units
- Exterior Improvements
- Fenced and secured outdoor storage area with controlled access
- PROPOSAL EVALUATION
Proposals will be evaluated based on experience with secure facilities, ability to complete similar projects, project approach, team qualifications, fees, and references.
- PROPOSAL REQUIREMENTS
Proposals should be concise and not exceed 12 pages with a minimum of 12 point font (excluding attachments).
Include:
- Project team description
- At least three (3) similar secure facility projects with references
- Project approach
- Preliminary schedule
- Scoping period fees
Vendors may be required to participate in an interview to discuss anything they submitted as part of their proposal.
- GENERAL TERMS
- The County is not liable for proposal preparation costs.
- All proposals are subject to the Indiana Access to Public Records Act (IC 5-14-3).
- The selected vendor must enter into a contract approved by the Morgan County Board of Commissioners.
- The contract must comply with applicable Indiana statutes and Morgan County purchasing policies.
- Vendor must carry appropriate insurance coverage.
- The County reserves the right to reject any proposals and to enter into discussions with proposers.
- All communications shall be directed to the County Administrator.
