NOTICE TO BIDDERS
The Trustee of Clay Township of Morgan County of Indiana is accepting bids for the following cemeteries: Robb Hill Cemetery (Cemetery behind Fire Station at corner of Robb Hill and Beech Grove Rd) and New Butterfield Cemetery on Centerton Rd. Bids are for the lawn care
maintenance of the cemeteries for bi-weekly maintenance and holidays for the 2025 season year. All bids are to be sent to the Trustee of Clay Township of Morgan County at 3411 E. Centerton Rd, Mooresville 46158. All bids must be sealed and will be opened by the Trustee and the Township Board. All bids must be received by 9 p.m. on March 12th 2025.

Sealed Bids for the construction of the Sartor Ditch – South Outer Drive Culvert will be received, by Terry Brock, at the Morgan County Surveyor’s Office located at 180 S. Main St, Suite 108, Martinsville, IN 46151, until 2:00 pm local time on March 18th, 2025, at which time the Bids received will be publicly opened and read aloud at the Morgan County Drainage Board. Any bids received later than the above time will be returned unopened.
DESCRIPTION OF WORK: The project in Martinsville includes the removal of the existing 72” steel culvert and concrete headwalls. Installation of 14’W x 7’H x 40’ LFT box culvert and associated roadway repair.
DOCUMENTS: Copies of the Specifications and Contract Documents may be obtained at Banning Engineering, Inc., 853 Columbia RdSuite 101, Plainfield, IN 46168 (317-707-3700), info@banning-eng.com. All documents will be available for free download through BidExpress online. This is a free service, you only need to pay if submitting a bid online, which we are NOT doing on this project. Paper copies will be $50.00 and electronic copies will be free. Payments shall be made by check, money order or cash payable to Banning Engineering, Inc.
INDIANA REQUIREMENTS: Standard Questionnaire Form 96, shall be completely filled out and signed, including attachment of Contractor’s Financial Statement as stipulated in Section III. An E-Verify Certification Form is also required.
Bids shall be properly and completely executed on Bid Forms and in the order as identified and contained in the Contract Documents obtainable from the offices as stated above. Each bid shall be accompanied by a completely filled out Form No. 96, E-Verify Certification Form and acceptable Bid Security. Any bid not accompanied by the above-required items shall be deemed a non-responsive bid.
No Bidder may withdraw his bid within a period of 60 days following the date set for the receiving of bids. The Owner reserves the right to retain any and all bids for a period of not more than 60 days and said bid shall remain in full force and effect during said time. The Owner further reserves the right to waive informalities and to award the Contract to any Bidder, all to the advantage of the Owner or to reject all bids.
BID SECURITY: Each bid shall be accompanied by an acceptable certified check made payable to Owner or an acceptable bid bond in the amount equal to five (5%) percent of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana and whose name appears on the most current Treasury Department Circular No. 570.
PRE-BID CONFERENCE: A pre-bid conference will be held at 10:00 am local time on Wednesday, February 25th, 2025 at the office of the Morgan County Surveyor’s Office. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
BONDS: A Performance Bond and Payment Bond each in the amount of 100 percent of the Contract price will be required from the Contractor to whom the work is awarded.

NOTICE TO TAXPAYERS OF HEARING ON PROPOSED FIRE PROTECTION TERRITORY EQUIPMENT REPLACEMENT FUND FOR THE MOORESVILLE – BROWN TOWNSHIP FIRE PROTECTION TERRITORY
Notice is hereby given to the taxpayers of the Town of Mooresville and Brown Township, Morgan County, Indiana, that the Mooresville Town Council and the Brown Township Board will hold a public hearing at the Mooresville Government Center, 4 E. Harrison Street, Mooresville, Indiana 46158 at 6:00 PM EST on Thursday, March 6, 2025, on the establishment of a Fire Protection Territory Equipment Replacement Fund on behalf of the Mooresville – Brown Township Fire Protection Territory under the provisions of Indiana Code IC 36-8-19-8.5 for all uses as set out in IC 36-8-19-8.5.
The establishment of an Equipment Replacement Fund is occurring in connection with the creation of the Mooresville – Brown Township Fire Protection Territory. The Provider Unit in the Territory shall be the Town of Mooresville. The Participating Units in the Territory shall be the Town of Mooresville and Brown Township. On March 20, 2025, the Mooresville Town Council and the Brown Township Board will vote to approve, modify, or deny the establishment of the Equipment Replacement Fund after the vote is taken on the establishment of the Fire Territory.
The tax will be levied on all taxable real and personal property within the taxing district and will not exceed $0.0333 per $100 of assessed valuation. The proposed fund will be levied beginning with taxes due and payable in the year 2026. Taxpayers appearing at such hearing shall have the right to be heard thereon. The proposed tax rate for the Equipment Replacement Fund is subject to certification by the Department of Local Government Finance.
Within 30 days after the date of adoption of the Equipment Replacement Fund by the Mooresville Town Council and the Brown Township Board, the Town of Mooresville and Brown Township will publish a Notice of Adoption.
Twenty-five (25) or more taxpayers with taxable property located in the Town of Mooresville or Brown Township in Morgan County, Indiana, may file a petition with the Morgan County Auditor no later than noon 30 days after the publication of this Notice setting forth their objections to the proposed cumulative fund. Upon the filing of the petition, the County Auditor shall immediately certify the same to the Department of Local Government Finance, at which point the Department will fix a date for and conduct a public hearing on the proposed cumulative fund before issuing its approval, disapproval, or modification thereof.
