Proposed Flood Hazard Determinations for the Town of Mooresville and Unincorporated Areas of Morgan County, Indiana,  Case No. 24-05-1099P. The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) solicits technical information or comments on proposed flood hazard determinations for the Flood Insurance Rate Map (FIRM), and where applicable, the Flood Insurance Study (FIS) report for your community.  These flood hazard determinations may include the addition or modification of Base Flood Elevations, base flood depths, Special Flood Hazard Area boundaries or zone designations, or the regulatory floodway.  The FIRM and, if applicable, the FIS report have been revised to reflect these flood hazard determinations through issuance of a Letter of Map Revision (LOMR), in accordance with Title 44, Part 65 of the Code of Federal Regulations.  These determinations are the basis for the floodplain management measures that your community is required to adopt or show evidence of having in effect to qualify or remain qualified for participation in the National Flood Insurance Program.  For more information on the proposed flood hazard determinations and information on the statutory 90-day period provided for appeals, please visit FEMA’s website at https://www.floodmaps.fema.gov/fhm/BFE_Status/bfe_main.asp , or call the FEMA Mapping and Insurance eXchange (FMIX) toll free at 1-877-FEMA MAP (1-877-336-2627).

NOTICE OF LAND DISTURBANCE AND CONSTRUCTION

 

HWC Engineering (135 N Pennsylvania Street, Suite 2800, Indianapolis, IN 46204), on behalf of the Town of Brooklyn, is submitting a Notice of Intent (NOI) letter to notify the Indiana Department of Environmental Management (IDEM) of the intent to comply with the requirements under the IDEM Construction Stormwater General Permit to discharge storm water from construction activities for the following project: Brooklyn Wastewater System Improvements. Construction activity is scheduled to commence in April 2025 and is scheduled to be completed by September 2026. Runoff from the project site will be discharged to roadside ditches and storm sewer, and ultimately, White Lick Creek. Morgan County is planning to undertake a bridge project, funded in part by the Federal Highway Administration.  The project is located on Mahalasville Road over Indian Trace Creek in Morgan County, Indiana, approximately 0.30 mile west of Hassetown Road.

 

Under the preferred alternative, the proposed project would involve replacing the existing bridge and reconstructing the approach roadway. The proposed bridge will be a three-span structure supported on concrete integral end bents and wall piers with no skew. The proposed cross section will consist of two 11-foot-wide travel lanes with four-foot-wide shoulders and the approach construction will comprise of two 11-foot-wide travel lanes with three-foot-wide shoulders. Approximately 200 feet of full depth pavement reconstruction and 50 feet of incidental milling and resurfacing will be required to the east and west of the bridge.

 

The proposed action does not impact properties listed in or eligible for the National Register of Historic Places. Properties listed in or eligible for the National Register of Historic Places located within the Area of Potential Effects (APE) include the House at 5883 East Mahalasville Road and the Farm at 5244 South Hassetown Road.  The Indiana Department of Transportation (INDOT), on behalf of the FHWA, has issued a “No Historic Properties Affected” finding for the project due to the fact that the NRHP listed/eligible properties within the APE will not be impacted by the undertaking. In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4).  Pursuant to 36 CFR 800.4(d)(1), the documentation specified in 36 CFR 800. 11(d) is available for inspection in Metric Environmental, LLC.  Additionally, this documentation can be viewed electronically by accessing INDOT’s Section 106 document posting website IN SCOPE at http://erms12c.indot.in.gov/Section106Documents. This documentation serves as the basis for the “No Historic Properties Affected” finding.  The views of the public on this effect finding are being sought.  Please reply with any comments to Candace Hudziak of Metric Environmental, LLC (317-443-4123, candaceh@metricenv.com) no later than April 19, 2025.
