Invitation for Bid Publication

 

Notice is hereby given, that the Martinsville Youth & Development Center (MY&DC), Martinsville, Indiana, by and through its Board of Directors, hereinafter referred to as the Owner, will receive sealed bid packets for the construction of the MY&DC Interior Renovation Project.

 

Sealed bids must be received by the Owner no later than 2:00 PM (Local Time) on October 2, 2025.  Bids received after such hour will be returned unopened.  Bids received prior to this time shall be opened and publicly read at the public meeting scheduled to take place on October 02, 2025 at 2:00 PM at the Martinsville Youth & Development Center, 165 Morton Avenue, Martinsville, IN 46151. All interested citizens are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the Owner will provide such provisions as long as the request is made by August 15, 2025. 

 

A pre-bid meeting will be held at 1:00 PM. (Local Time) on September 18, 2025 at the Martinsville Youth & Development Center, 165 Morton Avenue, Martinsville, IN 46151.  All prime contractors, subcontractors, small, minority or women owned enterprises and other interested parties are invited to attend.

 

The Project will be constructed in a single phase which is outlined as follows:

 

Interior Renovation

 

The Contract will consist of interior renovation of 8800 SF portion of the existing building for a new recreation room.  Included in the renovation are new restrooms, warming kitchen and storage.  All related MEP work shall be provided as required for items such as electrical power and systems, lighting, plumbing and modifications to existing mechanical systems. New underslab sanitary lines are required as well as connections to exterior sanitary services.

Notice is hereby given to the taxpayers of the Town of Monrovia, Morgan County, Indiana, that the Town Council of Monrovia, at their regular meeting, will consider the following additional appropriations in excess of the budget for the current year.  The meeting will be held at in the Government Center at 60 S. NOTICE OF PUBLIC HEARING 

ON PROPOSED 2026 TOWN BUDGET

 

Notice is hereby given to the taxpayers of the Town of Monrovia, Morgan County, Indiana that the Town Council will conduct a public hearing on the proposed 2026 budget at 6:30 p.m. on September 23, 2025 at the Monrovia Government Center, 60 S. Marley Way, Monrovia, Indiana. After the public hearing, the budget will be considered for adoption at a meeting scheduled for October 28, 2025 at the same location.

 

Taxpayers appearing at the hearing shall have the right to be heard. A copy of the proposed budget is available for inspection on the Indiana Gateway for Government Units website (https://gateway.ifionline.org).

PUBLIC NOTICE

Invitation for Bid Publication

 

Sealed bids for limited concrete demolition, at the City of Martinsville’s Waste Water Treatment Plant (herein called “Owner”) located at 995 Rogers Road, will be received by the Owner at City Hall, 59 S. Jefferson St. Martinsville, IN 46151until on September 22, 2025 at 4:00 p.m.

Bids shall be properly and completely executed on a State Board of Accounts Form 96. Each bid shall be accompanied by the Contractor’s bid security in the form of an acceptable certified check payable to the owner or an acceptable Bidder’s Bond, in an amount not less than 5% of the total bid price. Approved Performance and Payment Bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the contractor at the time of execution of the contract.

The Contract will be awarded in accordance with the provisions of IC-5-16-13 for Public Works and pursuant to IC-5-16-13-7, the provisions of the law are incorporated by reference. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over the project shall apply to the project throughout.

All bidders must verify by written affirmation, as part of the bid submission that the contractor and subcontractors working on the job are not suspended, debarred, or otherwise excluded from receiving proceeds under the project. The written affirmation must state that the contractors and all subcontractors working on the project are not on the Excluded Parties List System (EPLS).

A mandatory Prebid Meeting shall be held on the project site (995 Rogers Road), on September 12, 2025 at 10:00 a.m.

The Owner reserves the right to waive any informalities or minor defects in bids, or reject any and all bids.

Preliminary Findings Regarding a

Significant Modification to a

Part 70 Operating Permit

 

for AES Indiana–Eagle Valley Generating Station in Morgan County

The Indiana Department of Environmental Management (IDEM) has received an application from AES Indiana–Eagle Valley Generating Station, located at 4040 Blue Bluff Road, Martinsville, IN 46151, for a significant modification of its Part 70 Operating Permit issued on November 23, 2023. If approved by IDEM’s Office of Air Quality (OAQ), this proposed modification would allow AES Indiana- Eagle Valley Generating Station to make certain changes at its existing source. AES Indiana- Eagle Valley Generating Station has applied to relating to revising an existing PSD GHG BACT limitation on the electrical circuit breakers. There are no new or modified units being proposed in this permitting action.

 

This draft permit does not contain any new equipment that would emit air pollutants; however, some conditions from previously issued permits/approvals have been corrected, changed, or removed. These corrections, changes, and removals may include Title I changes (e.g., changes that add or modify synthetic minor emission limits). This notice fulfills the public notice procedures to which those conditions are subject. IDEM has reviewed this application and has developed preliminary findings, consisting of a draft permit and several supporting documents, which would allow for these changes.

How can you participate in this process?

 

This notice is posted on IDEM’s website (https://www.in.gov/idem/public-notices/). The date that this notice is posted on IDEM’s website marks the beginning of a 30-day public comment period. If the 30th day of the comment period falls on a day when IDEM offices are closed for business, all comments must be postmarked or delivered in person on the next business day that IDEM is open.

 

You may request that IDEM hold a public hearing about this draft permit. If adverse comments concerning the air pollution impact of this draft permit are received, with a request for a public hearing, IDEM will decide whether or not to hold a public hearing. IDEM could also decide to hold a public meeting instead of, or in addition to, a public hearing. If IDEM decides to conduct a public hearing and/or public meeting, IDEM will post a separate announcement of the date, time, and location of that public hearing and/or public meeting on IDEM’s website (https://www.in.gov/idem/public-notices/). At a hearing, you would have an opportunity to submit written comments and make verbal comments. At a meeting, you would have an opportunity to submit written comments, ask questions, and discuss any air pollution concerns with IDEM staff.

All comments will be considered by IDEM when we make a decision to issue or deny the permit. Comments that are most likely to affect final permit decisions are those based on the rules and laws governing this permitting process (326 IAC 2), air quality issues, and technical issues. What will happen after IDEM makes a decision?

 

Following the end of the public comment period, IDEM will issue a Notice of Decision stating whether the permit has been issued or denied. If the permit is issued, it may be different than the draft permit because of comments that were received during the public comment period. If comments are received during the public notice period, the final decision will include a document that summarizes the comments and IDEM’s response to those comments. If you have submitted comments or have asked to be added to the mailing list, you will receive a Notice of the Decision. The notice will provide details on how you may appeal IDEM’s decision, if you disagree with that decision. The final decision will also be available on the Internet at the addresses indicated above and will also be sent to the local library indicated above.
