Bid Date & Time:
The MSD of Martinsville will receive sealed Bids until 1:00 P.M. local time on April 28th, 202, at the MSD of Martinsville Central Education Center Administration Office, (address above), for the replacement of sections of roofing at John R. Wooden Middle School as detailed in the Contract Documents.
All Bids received at such place, date and time will be publicly opened and read aloud. Bids received after such time will be returned to the respective Bidder unopened.
Pre-Bid Meeting:
A Mandatory Pre-bid Meeting will be held on April 21st, 2026, @ 10:00am starting at the John R. Wooden Middle School Building, (address listed above), for the purpose of reviewing the scope of work, project specifications and drawings, bid documents, bidder qualifying requirements and a tour of all proposed roof areas. The pre-bid meeting will then move to the roof for a site tour.
Questions regarding the project will be clarified by the Consultant listed below. Project Manuals / Bid Documents shall be available on or after April 7th, 2026. Bid documents may be obtained with a non-refundable deposit of $50.00 at the location listed below, or for no-charge at the Mandatory Pre-Bid Meeting:

Bidding Instructions and Information:
Bids shall be properly and completely executed on Indiana State Board of Accounts, Form 96, Revised 2013.
Bidders shall also complete the Supplementary Bid Forms (included in the contract documents). Submit all original Bid Information and two (2) complete copies. Complete the entire Bid Form(s), including the Non-Collusion Affidavit, and the Bidders Financial Statement information as part of Indiana Form 96.
Bidders are required to include a Bid Bond or certified check in the amount of 5% of their Bid Price.
Bidder receiving awards shall be required to provide acceptable surety in the form of a Performance Bond and Labor and Materials Payment Bond in the amount of 100% of the contract. Include the cost of all bonds and insurance in the bid amount.
Each bid must be accompanied by a signed and completed Non-Discrimination Affidavit (or MBE-1) in accordance with any applicable Minority Business Participation Policy and Rules.
Each individual bid envelope shall be marked “Roofing Bid”: John R. Wooden Middle School, accordingly. Attention: Kyle Stout. The name of the Roofing Contractor and the Project Number shall be clearly indicated. Bids are to be in effect for 60 days.
Project Description:
Roof replacement at John R. Wooden Middle School as indicated in the Construction Documents. The contract will be awarded to the best responsive and responsible qualified bidder(s). Faxed or email bids will not be accepted.
Construction Schedule:
Work under this contract can commence upon June 1st, 2026. Timely completion of the work specified is an essential condition of this contract. Work is to be completed by November 6th, 2026.
The MSD of Martinsville reserves the right to reject any and all bids; is not obligated to accept the lowest or any other Bid; and may waive any formalities in bidding procedure. NOTICE TO BIDDERS
Notice is hereby given that the City of Martinsville, IN herein referred to as the Owner, will receive sealed bids for the Lower Legendary Lift Station Access Road Project, located in the City of Martinsville, IN, Morgan County, Indiana.
Sealed bids are invited and may be forwarded by mail, other courier service or in person to the City of Martinsville, Attn: Mac Dunn, 59 S. Jefferson Street, Martinsville, IN 46151, until 4:00pm on May 26, 2026. Bids received after such hour will be returned unopened. Bids will be opened and publicly read aloud at Martinsville City Hall, 59 S. Jefferson Street, Martinsville, IN 46151 on May 26, 2026 at 6:30 pm. Bids will then be taken under advisement for review by the owner and engineer.
The contract will consist of the following:
The Lower Legendary Hills Lift Station Access Road Project generally includes:
- Installation of a concrete drive with colorant of the adjacent homeowner’s choice. Concrete to be 4,000 psi, depth to be 8 inches, and approximately 95 feet long by 12 feet wide.
- Installation of #53 stone base, depth to be 6 inches and approximately 95 feet long by 12 feet wide. • Installation of a concrete pad with colorant of the adjacent homeowner’s choice. Concrete to be 4,000 psi, depth to be 8 inches, and approximately 14 feet long by 12 feet wide.
- Installation of a concrete curb/retaining wall, 120 feet long and 2 feet tall along the northeast side of the proposed access road.
- Installation of #5 stone approximately 120 feet long and 2 feet wide parallel to the curb/retaining wall. • Installation of 6-inch diameter perforated HDPE pipe for proper drainage.
- Install riprap pad at the outlet of the existing 18-inch corrugated metal culvert.
- Grade and profile area around the outlet of the existing 18-inch corrugated metal culvert. • Tree removal and excavation needed to install the required items.

Each bid must be enclosed in a sealed envelope bearing the title of the Project, and the name and address of Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents.
The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.
The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
Bids shall be properly and completely executed on bid forms included in the Contract Documents. Bids shall include all information requested by Indiana Form 96 (Revised 2013) included in the Contract Documents.
If the project is $150,000 or more – State of Indiana requirement as of 7/2018, Bidder is required to submit with bid a written plan for an employee drug testing program that complies with IC 4-13-18-5 and IC 4-13-18-6.
Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.

NOTICE OF ADDITIONAL APPROPRIATION
(IC 6‑1.1‑18‑5)
Notice is hereby given to the taxpayers of the Town of Monrovia, Morgan County, Indiana, that an additional appropriation has been proposed and will be considered at a public hearing to be held on April 28, 2026 at 6:30 p.m. at the Monrovia Government Center, 60 S. Marley Way, Monrovia, Indiana.
The proposed additional appropriations are for the 2026 fiscal year and are summarized as follows:
- OPIOID Restricted Fund (1237)
- Public Safety Operating Supplies: $6,000.00
- Public Safety LECE Training: $3,959.20
- OPIOID Unrestricted Fund (1238)
- Public Safety Operating Supplies: $2,666.50
Total Additional Appropriation: $12,625.70
Taxpayers may appear at the public hearing and be heard regarding the additional appropriations. After the hearing, the Town Council may take action on the ordinance.
