The Mooresville Consolidated Schools Special Education Department will be shredding records from school years 2019 and older on July 21. Individuals who want to obtain these records before destruction should visit the MCSC Education Center, 11 W Carlisle St., Mooresville and fill out a records request form, allowing 72 hours for retrieval. Records are destroyed in accordance with state and federal laws after a set period, which is typically seven years after services end for the student.

Request for Proposals to Develop and Construct Facility Project(s) 

 

The Board of Education (the “Board”) for the Metropolitan School District of Martinsville, Indiana (“District”), issues this Request for Proposals / Qualification (“RFPQ”) to qualified entities (“Offerors”) interested in submitting Proposals and Statement of Qualifications to develop, design, construct, operate and transfer improvements under a public-private partnership.

 

Notice is hereby given that the District will receive sealed proposals up to 2:00 p.m. local time on June 12, 2026, at the MSD of Martinsville Administration Building, 389 East Jackson Street, Martinsville, Indiana 46151. Mailed proposals must be received no later than June 12, 2026, at 2:00 pm local time. Use of a service such as FedEx or UPS that assures timely delivery and confirms such delivery is highly encouraged.

 

Proposals must be submitted in a sealed envelope or box marked plainly “RFP/Q – 2026 G.O. Bond Projects – DO NOT OPEN,” on the outside of the envelope or box.  

 

Proposals shall conform fully to specifications that are on file in the MSD of Martinsville Administration Building, 389 East Jackson Street, Martinsville, IN 46151, or available to download from https://msdofmartinsville.org/school-board/.

 

Packets should include one (1) original and three (3) copies of the proposal.  An additional electronic copy on a flash drive or e-mailed to Courtney Vandeventer (courtney.vandeventer@msdmartinsville.org) is also preferable but optional. Proposals shall be submitted with an Indiana State Board of Accounts styled non-collusion affidavit, which must be signed and executed.  No exceptions will be allowed. 

 

The sealed proposals will be opened on June 12, 2026, at 3 p.m. at the MSD of Martinsville Administration Building, 389 East Jackson Street, Martinsville, Indiana 46151. The District anticipates the notification of the most appropriate response and awarding the BOT Agreement on July 16, 2026, at the regular Board Meeting.   A successful Offeror will be determined based on the criteria stated in the Board-approved specifications.  The Board reserves the right to reject any and all Proposals.

Martinsville Levee

 

The City of Martinsville Department of Planning and Engineering and the Morgan County Department of Planning and Zoning, [in accordance with National Flood Insurance Program regulation 65.7(b)(1),] hereby gives notice of the City’s/County’s intent to revise the flood hazard information, generally located between CR 300 W and Wilbur Rd off SR39. The flood hazard revisions are being proposed as part of Letter of Map Revision (LOMR) Case No. 26-05-0384P for the constructed Martinsville Levee along West Fork White River. 

 

Specifically, the floodway will be revised along West Fork White River from CR 300 W running south from SR67 intersection to approximately 1000ft south of Wilbur Rd and SR 39 intersection along West Fork White River.  

 

Base Flood Elevations will both increase & decrease along West Fork White River based on the current effective mapping, published in October 2014 and April 2024. The change in Base Flood Elevation will range from a decrease of 1.2-foot to an increase of 0.3-foot. 

 

The Special Flood Hazard Area will mainly decrease along West Fork White River but will have a slight increase at the southern part of the revision along a portion of Indian Creek just west of I-69.

In accordance with IC 5-22-9, Morgan County, Indiana (the “County”), invites qualified firms to submit Proposals and Statements of Qualifications to provide HVAC services for selected County-owned buildings. 

The County seeks experienced providers capable of delivering high-quality preventive maintenance, inspections, and emergency support for its commercial and residential facilities. 

 

  1. Project Scope 

 

  1. Preventive Maintenance (PM) 

 

  • Cleaning, aligning, calibrating, tightening, adjusting, and lubricating equipment 
  • Changing filters and belts 
  • General upkeep to ensure optimal system performance 

 

  1. Inspections 

 

  • Access and track local CMMS 
  • Assessing performance and equipment life expectancy 
  • Testing for proper operation, including: 
  1. Motor winding resistance 
  2. Refrigerant charge 
  3. Fan RPM 
  4. Refrigerant oil (acid) and water condition 
  5. Flue gas analysis 
  6. Safety controls, combustion, and draft 
  7. Crankcase heaters 
  8. Control system evaluation and other routine maintenance

RFP Questions: 

 

Directions: Each RFP question should receive a narrative response. Responses should be limited to two (2) pages or less. The proposal pricing sheet will not count towards the two page maximum. Any pages beyond the initial 2 pages will not be considered as part of the RFP submission. 

 

  1. Please provide the address for the location(s) of your company within Indiana. 

 

  1. Please describe how your location(s) would position you to provide timely service to 

the Morgan County properties. 

 

  1. Provide at least three examples of your prior or current similar experience to the services for local government HVAC and Mechanical preventive Maintenance. 

 

  1. Provide a list of key individuals that will be assigned to manage the work under this RFP from you firm. Include their name, email  address, work phone number, and a description of how they have managed similar work with the beginning and ending of each job referenced. The list should have a minimum of 2 individuals. 

 

  1. Please provide a rough draft preventive maintenance schedule that you believe 

would be necessary for the listed properties and equipment. Please include, yearly, bi-yearly, quarterly, monthly. 

 

  1. Please explain how your team is positioned to provide detailed invoices and reports 

to include inspections, work performed and general operation of equipment. 

 

  1. Please describe your firm’s approach to customer service when there are issues. For instance, how have you worked to ensure you have replaced damaged parts/equipment in the past to meet customers’ expectation? How would you respond if a customer explained that your firm was not meeting expectation? 

 

  1. Please provide three references that are relevant to the work proposed in the RFP 

with a name, organization name, email, and phone number.
