NOTICE TO BIDDERS
Notice is hereby given that the Board of Commissioners of Morgan County, Indiana will receive sealed bids for:
2026 Morgan County Local Paving Project
Scope of work: Bituminous asphalt resurfacing and related construction of approximately 10 miles of various roads in Morgan County as more fully set forth in the Contact Documents. The roads are split into different groups based on geographical location. A separate award for each group will be made based on the lowest responsible and responsive bid for each group. Projects must be completed within Morgan County by September 4, 2026. Work shall be completed in accordance with the Contract Documents. Contractors shall comply with all requirements of IC-5-16-13.

NOTICE OF PUBLIC HEARING
This is to inform you that the Morgan County Plan Commission will hold a public hearing on Monday, June 8, 2026 at 6:30 pm in the Morgan County Administration Building located at 180 S. Main Street, Martinsville, Indiana to consider petition Z-26-02.
This petition, submitted by Jessie L. Jones, seeks approval to rezone .88 acres from Agriculture (AG) to Residential 2 (R-2). The subject property is located at 6435 Beech Grove Road in Clay Township, Morgan County, Indiana and is more particularly described as follows:
Part of the Southwest Quarter of the Northeast Quarter of Section 32, Township 13 North, Range 1 East of the Second Principal Meridian, in Clay Township, Morgan County, Indiana.

LEGAL SERVICES – COUNTY ORDINANCE ENFORCEMENT REPRESENTATION
PROCUREMENT TIMELINE

- Introduction
Morgan County, Indiana (“County”) is seeking qualified legal counsel to provide representation in court for the prosecution and enforcement of violations of County ordinances. This engagement is expected to involve a limited but ongoing workload.
- Scope of Services
The selected attorney or law firm will provide legal services including, but not limited to:
- Representation of Morgan County in court proceedings for the prosecution and enforcement of violations of County ordinances
- Prosecution or enforcement of ordinances, including but not limited to: noise violations, burn ban violations, animal control violations, and other violations of County ordinances that include enforcement actions, as assigned
- Legal consultation with County officials and departments regarding enforcement actions
- Preparation of filings, pleadings, and court appearances as required • Conducting an initial review of County ordinances related to enforcement, including evaluation of prescribed enforcement actions and penalties, and provide recommendations for updates or improvements
- Advising the County on prioritization of enforcement actions, including development of recommended strategies or guidelines to allocate resources effectively across ordinance violations
- Qualifications
Respondents should demonstrate:
- Must pass a background check through the normal Morgan County Government process.
- Must have an active license to practice law in Indiana. More specifically, qualified candidates must be listed on the Indiana Roll of Attorneys with a status of “Active In Good Standing”, with no disciplinary history from the Indiana Supreme Court Disciplinary Commission.
- Familiarity with Indiana local government structure and authority
- Ability to manage a variable and limited caseload efficiently
- Preferred candidates/firms will have Experience in:
o Municipal or local government law
o Ordinance enforcement or prosecution
o Courtroom litigation (City or similar courts preferred)
- Submission Requirements
Submissions should include:
- Cover letter
- Firm or attorney background and qualifications
- Relevant experience (including similar engagements)
- Identification of the attorney(s) who will perform the work
- Proposed fee structure (hourly rate or alternative arrangement)
- References (optional but encouraged)
- Selection Criteria
The County will evaluate submissions based on:
- Relevant experience and qualifications
- Demonstrated knowledge of local government law
- Cost and fee structure
- Ability to provide timely and effective representation
- Term of Engagement
The County anticipates entering into a professional services agreement for an initial term of one (1) year, with the option to renew.
