LEGAL NOTICE 

INDIANA UTILITY REGULATORY COMMISSION CAUSE NO. 46394 

Notice is hereby given that on April 22, 2026 Indianapolis Power & Light Company d/b/a AES Indiana filed a Verified Petition with the Indiana Utility Regulatory Commission in Cause No. 46394 for approval: (1) of a project required primarily to serve a large load customer; (2) customer-specific arrangements under Ind. Code §§ 8-1-2-24 and -25; (3) an alternative regulatory plan (“ARP”); (4) associated accounting and ratemaking; and (5) to the extent necessary, issuance of an order pursuant to Ind. Code § 8-1-2.5-5 declining to exercise jurisdiction over the joint ventures, including the project companies, as public utilities. A copy of the Verified Petition and other submissions in this proceeding are on file with the Indiana Utility Regulatory Commission, PNC Center, 101 W. Washington Street, Suite 1500E, Indianapolis, Indiana 46204. The telephone number of the Commission is (317) 232-2701. NOTICE OF OUTREACH PROGRAM MEETINGS 

FOR PROPOSED ANNEXATION BY THE TOWN OF MONROVIA, INDIANA 

 

The Town of Monrovia is in the process of considering an area for annexation, generally known as the “Eastside Annexation.” Before introducing the annexation ordinance, the Town is conducting an outreach program in an effort to inform citizens of the proposed annexation. The Town will hold six (6) public meetings to provide citizens with information concerning maps of the proposed boundaries of the annexation territory, proposed plans for the extension of services in the annexation territory, and the expected fiscal impact on taxpayers in the annexation territory. The public information meetings will be an open-house format. These meetings are not public hearings and there will be no formal presentation. After the public outreach program, the next formal step for the Town would be to introduce ordinances for the proposed annexation, after which the Town would hold a public hearing at a later date to be determined. The dates, times, and locations of the outreach program meetings are as follows:

Special Education Records Destruction

July 21, 2026

The Mooresville Consolidated Schools Special Education Department will be shredding records from school years 2019 and older on July 21. Individuals who want to obtain these records before destruction should visit the MCSC Education Center, 11 W Carlisle St., Mooresville and fill out a records request form, allowing 72 hours for retrieval. Contact Jessica Acton for more information at 317-831-0950 x2027. Records are destroyed in accordance with state and federal laws after a set period, which is typically seven years after services end for the student.

NOTICE TO TAXPAYERS
OF ADDITIONAL APPROPRIATION

 

Notice is hereby given to the taxpayers of the school corporation known as Mooresville Consolidated School Corporation (the “School Corporation”) that the Board of School Trustees (the “Board”) of the School Corporation will meet at the Education Center/School Administration Building located at 11 West Carlisle Street, Mooresville, Indiana, at the hour of 5:45 p.m. (Local Time) on June 9, 2026, to consider the following additional appropriation of the bonds (the “Bonds”) which the Board has determined to issue.  The Board considers such additional appropriation necessary to meet the need existing at this time:

An appropriation to Fund # 0201 (Bond Proceeds) in the amount of $6,000,000  from the proceeds of the Bonds, including all original issue premium and all investment earnings thereon, on account of the renovation of and improvements to facilities throughout the School Corporation, including site and athletic improvements and the purchase of technology, buses and equipment (collectively, the “Project”) in the School Corporation, including the incidental expenses necessary to be incurred in connection with the Project and the issuance of Bonds on account thereof.  The funds to meet such additional appropriation are to be provided by the issuance and sale of Bonds by the School Corporation.

The foregoing appropriation is in addition to all appropriations provided for in the existing budget and tax levy, and a need for such appropriation exists by reason of the inadequacy of the present buildings to provide necessary school facilities in the School Corporation.

NOTICE TO VENDORS

Request for Proposals to Develop and Construct Facility Project(s) 

 

The Board of Education (the “Board”) for the Metropolitan School District of Martinsville, Indiana (“District”), issues this Request for Proposals / Qualification (“RFPQ”) to qualified entities (“Offerors”) interested in submitting Proposals and Statement of Qualifications to develop, design, construct, operate and transfer improvements under a public-private partnership.

 

Notice is hereby given that the District will receive sealed proposals up to 2:00 p.m. local time on June 12, 2026, at the MSD of Martinsville Administration Building, 389 East Jackson Street, Martinsville, Indiana 46151. Mailed proposals must be received no later than June 12, 2026, at 2:00 pm local time. Use of a service such as FedEx or UPS that assures timely delivery and confirms such delivery is highly encouraged.

 

Proposals must be submitted in a sealed envelope or box marked plainly “RFP/Q – 2026 G.O. Bond Projects – DO NOT OPEN,” on the outside of the envelope or box.  

 

Proposals shall conform fully to specifications that are on file in the MSD of Martinsville Administration Building, 389 East Jackson Street, Martinsville, IN 46151, or available to download from https://msdofmartinsville.org/school-board/.

 

Packets should include one (1) original and three (3) copies of the proposal.  An additional electronic copy on a flash drive or e-mailed to Courtney Vandeventer (courtney.vandeventer@msdmartinsville.org) is also preferable but optional. Proposals shall be submitted with an Indiana State Board of Accounts styled non-collusion affidavit, which must be signed and executed.  No exceptions will be allowed. 

 

The sealed proposals will be opened on June 12, 2026, at 3 p.m. at the MSD of Martinsville Administration Building, 389 East Jackson Street, Martinsville, Indiana 46151. The District anticipates the notification of the most appropriate response and awarding the BOT Agreement on July 16, 2026, at the regular Board Meeting.   A successful Offeror will be determined based on the criteria stated in the Board-approved specifications.  The Board reserves the right to reject any and all Proposals.
