NOTICE OF COMBINED REQUEST FOR QUALIFICATIONS

and REQUEST FOR PROPOSAL FOR PROGRESSIVE DESIGN-BUILD CONTRACT

 

Notice is hereby given that Mooresville Consolidated School Corporation, Morgan County, Indiana (the “School Corporation”), requests any design-builder (as defined in Indiana Code Section 5-30-1-4, as amended) which is interested in being considered by the School Corporation as a potential design-builder with respect to the design, construction and equipping of the 2026-2027 Mooresville High School Football, Track and Field Facilities Improvements Project (the “Project”), located at Mooresville High School, 550 North Indiana Street, Mooresville, Indiana 46158, all as described in more detail in the Combined Request for Qualifications and Request for Proposal, dated June 25, 2026 (the “RFQ/RFP”) to submit Verified Statements of Qualification and Proposals as set forth in Indiana Code Section 5-30-5-1(c), as amended.

All responses to the RFQ/RFP shall be received until 2:00 PM, Eastern Daylight Saving Time on Monday, July 27, 2026 at the Administrative Office of Mooresville Consolidated School Corporation, Attention: Dr. Patrick Biggerstaff, Assistant Superintendent, 11 West Carlisle Street, Mooresville, Indiana 46158.  Each response to the RFQ/RFP must be in accordance with the RFQ/RFP, all of which is incorporated herein by reference, and all of the provisions of Indiana Code 5-30, as amended and as applicable to the RFQ/RFP and the RFQ/RFP process, and must be submitted by a person or entity satisfying the definition of a design-builder or team, each as defined in Indiana Code 5-30-1, as amended (each a “Design-Builder”)

As of the date of publication of this notice, all communications between the School Corporation and any prospective Design-Builder is to be through the School Corporation’s Design Criteria Developer.

 

A Pre-Submittal Conference will not be conducted for this project.  Proposers may request a pre-proposal breakout interview with the TRC by contacting the School Corporation’s Design Criteria Developer prior to 5:00 pm Eastern Daylight Saving Time on Friday, July 3, 2026.  Breakout interviews are tentatively scheduled on July 9, 2026 and will be conducted virtually.  Any Design-Builder with questions about the project and the RFQ/RFP process should contact the School Corporation’s Design Criteria Developer.

The RFQ/RFP contains, but is not limited to, the following: (a) A description of the Project, including the size and function of the facilities that are the subject of the Project, the approximate budget ($2,500,000.00) and the anticipated schedule, (b) A description of the selection process, including the process for communications between the potential Design-Builders and the School Corporation, including, but not limited to the Mooresville Schools Technical Review Committee (the “TRC”) and any agent of either the School Corporation or the TRC, the schedule for the selection process, the TRC procedure and a description of submission requirements; (c) The general qualifications for prospective Design-Builders, including appropriate experience with similar projects, team experience with design-build, organizational resources and depth of the Design-Builder, the prospective Design-Builder’s history of contracting with or hiring minority business enterprises and women’s business enterprises, the prospective Design-Builder’s litigation and disputes history and the prospective Design-Builder’s experience in dealing with bonding authorities; (d) The Project specification qualifications for prospective Design-Builder, including: The prospective Design-Builder’s experience with the facilities or building types that are the subject of the Project, the prospective Design-Builder’s performance record, including quality, schedule and cost of each project, the prospective Design-Builder’s proposed team composition, including the team’s past experience in working together, the prospective Design-Builder’s proposed key project personnel and the prospective Design-Builder’s client references; and (e) A description of the qualifications statement evaluation process, which includes: An established rating system that complies with Indiana Code Section 5-30-5-4, as amended and Indiana Code Section 5-30-5-5, as amended.

 

All of the information set forth in the RFQ/RFP as described in the paragraph above are incorporated into this notice by reference.  In addition to the foregoing information, the response submitted by prospective Design-Builders must include all of the information required by Indiana Code Section 5-30-5-3, as amended.

 

After reviewing and evaluating all of the responses to the RFQ/RFP received by the date and time set forth above, the TRC shall identify and recommend to the Board the Design-Builder that is Highly Qualified and provides the Best Value proposal to the taxpayers of the School Corporation.  The TRC or the School Corporation reserves the right to reject for any reason and for no reason at all any and all responses received to the RFQ/RFP and to be the sole judge of the value and merit of the responses offered.  The School Corporation reserves the right to terminate for any reason and for no reason at all this Project prior to awarding the design-build contract,

NOTICE OF PUBLIC HEARING 

 

Notice is hereby given that I have, as the owner (or with the owner’s consent) of the property commonly described as the address of 1500 Hancel Parkway, Mooresville, IN 46158, and legally described by the legal description of Lot D-2 in White Lick Creek Park as per plat thereof recorded as Instrument Number 1997141210 in the Office of the Recorder of Morgan County, Indiana, have filed a petition before the Mooresville Board of Zoning Appeals, which petition requests a Variance for the said property in order to:  Reduce the rear yard setback on Lot D-2 in White Lick Creek Park to allow for future building expansion.

NOTICE OF PUBLIC HEARING OF 

MORGAN COUNTY REDEVELOPMENT COMMISSION 

Notice is hereby given that the Morgan County Redevelopment Commission (the  “Commission”), being the governing body of the Department of Redevelopment of Morgan  County, on June 3, 2026, adopted Resolution No. 2026-3 (the “Declaratory Resolution”) (i)  declaring that a certain area within Morgan County, Indiana, designated as the “Western Morgan  County Economic Development Area” (the “Economic Development Area”), is an economic  development area within the meaning of Indiana Code 36-7-14, as amended (the “Act”), (ii)  approving an economic development plan for the Economic Development Area (the “Economic  Development Plan”), and (iii) designating a portion of the Economic Development Area as an “allocation area” for the purpose of the allocation and distribution of certain property taxes  (commonly referred to as “tax increment”) under Sections 39 and 39.3 of the Act.  

Notice is hereby given that the Commission will conduct a public hearing on Wednesday,  July 15, 2026, at 8:30 a.m., local time, at the County Administration Building, located at 180 S. Main Street, Martinsville, Indiana, to receive and hear remonstrances and objections from all  persons interested in or affected by the proposed projects for the Economic Development Area (as  more particularly described in the Economic Development Plan) and the proceedings pertaining  thereto. Following the public hearing, the Commission will determine the public utility and the  benefit of the proposed projects.

REDEVELOPMENT COMMISSION

PUBLIC NOTICE

 

Morgan County Emergency Management Agency, in conjunction with Indiana Department of Homeland Security, has applied for Hazard Mitigation Assistance (HMA) funding from the Federal Emergency Management Agency for Roadway Flooding Warning Systems. The objective of HMA programs is to fund mitigation measures that reduce the risk of loss of life and property from future hazard events or disasters. The system would place signage on both sides of identified areas that are prone to roadway flooding, which have resulted in motorists needed rescued due to the fast moving water. This would occur at six sites within the county to provide automatic indication of the roadway being flooded and unsafe to cross. Additionally, this would work in conjuction with the USGS River Gauge Website. This partnership would allow individuals to subscribe for alerts through the USGS website to be notified of flooding at these crossings to allow travelers advance notice to determine safer alternate routes when roadway flooding is present. 

Under the National Environmental Policy Act, EO 11988 and EO 11990, public notice is required of any federal actions that may affect floodplains or wetlands. Under the National Historic Preservation Act, public notice is also required for some projects which have the potential to affect historic properties. All necessary permits and approvals will be obtained prior to construction and completion of the project.

Propane Specifications 

Bids must be received by August 24, 2026 by 10:00 a.m. in the office of the Superintendent. Bidders must be able to provide at least the listed items as specified. For a bid to be considered, all items must be bid upon. It is not necessary for bidders to be present for the opening of the sealed bids on August 24, 2026 at 11:00 A.M. No bids will be awarded at this meeting. Bid information will be presented to the School Board at their September 17, 2026 meeting at the Eminence Community School Media Center. 

  1. Your company is invited to provide a FIRM bid on propane to be used during the period of August 1, 2026 to July 31, 2027. 
  2. Your bid should be based on the approximately 20,000 gallons to be available for use during the stated time period and equipment as required for proper operation of the heating system. 
  3. The bid must be delivered to the office of the Superintendent, Eminence Community School Corporation, P.O. Box 135, 6764 N. State Road 42, Eminence, IN. 46125 
  4. Timely service is expected. Included with your bid should be a statement of agreement to pay the Eminence Community School Corporation a $100.00 per hour penalty for any time that you have allowed the corporation to run out of propane, if your bid is accepted. 

The Board of School Trustees of Eminence Community Schools reserves the right to reject any and all bids or to waive any informalities therein.

Notice is given to taxpayers of Monroe Township Fire District, Morgan County, that on June 17, 2026 the Monroe Township Fire District Board determined to incur a loan in the

amount not to exceed $1,100,000 for the purpose of: Purchasing fire apparatus.

 

Said loan is to be repaid in 6 years. Repayment will begin with taxes 2026 payable 2027. Ten (10) or more taxpayers objecting to this loan may file petitions within 30 days of this notice with the Morgan County Auditor stating their objections to the loan and the reasons why the loan is unnecessary or unwise. If an objecting petition is filed; the County Auditor shall certify the petition to the Department of Local Government Finance who shall hold a hearing on the matter in the county not less than five (5) or more than thirty (30) days after receipt of the certified petition from the County Auditor.
